Dame & Thaddeus (2011) discovered a new spiral arm: the "Outer Scutum-Centaurus" (OSC) arm. Because this arm warps off the Galactic plane, it is therefore outside the range of most Galactic plane surveys. Therefore, almost nothing is known about this arm or the star formation therein. We have begun an extensive program to identify massive star formation in the OSC, using 1) GBT recomb. line observations to determine HII region velocities and distances, 2) VLA continuum snapshots to locate new HII region candidates, and 3) GBT NH3 observations to identify dense gas in the OSC. The proposed ARGUS maps in CO will allow us to determine the molecular masses of clumps in the OSC and therefore estimate their star formation efficiencies.
